Carriers reject or surcharge addresses that do not resolve. This operator reads each order whose shipping address fails at label time, whether EasyPost returns E.ADDRESS.NOT_FOUND, FedEx returns an address that is unresolved or interpolated, or USPS Addresses 3.0 cannot standardize it. It compares the failed address with the customer's other addresses on the store record, with past deliveries to the same customer, and with the carrier's suggestion where one exists.
When one correction is clearly right, it proposes the corrected address for a person to approve. When the fix is ambiguous, it proposes a short message to the customer asking them to confirm, and a hold on the fulfillment order until they reply. The order carries a note with the failed address, the correction, and who approved it.

It never changes a street number, city, or state without the customer's confirmation; those always become a query
If the label has already been bought, the case belongs to the Ship-To Change operator instead
