The HHS em-POWER Program is an emergency preparedness and response initiative created by the Administration for Strategic Preparedness and Response (ASPR) and the Centers for Medicare & Medicaid Services (CMS). The em-POWER Map provides monthly de-identified counts of Medicare beneficiaries who rely on electricity-dependent life-maintaining medical and assistive equipment, including ventilators, oxygen concentrators, dialysis machines, and electric wheelchairs, across state, county, and ZIP code geographies.

Limits

  • Counts reflect Medicare fee-for-service and Medicare Advantage claims, excluding privately insured or Medicaid-only populations
  • Data updates monthly based on recent Medicare administrative claims reconciliations
  • Small cell counts under eleven are suppressed or aggregated to preserve beneficiary privacy
